HP Latex 700 Banding Issues

Please see the picture. I'm printing a solid color and I continue to get the same error. I've done the following.

Checked the firmware to make sure it is up to date. It is. Advance substrate calibration. Full calibration. Adjusted the optimizer - no impact. Increases passes to 12. Cleaned print heads. Changed out of warranty printheads (all were under 1800 ml ink usage). Cleaned carriage rod and oiled. Printhead status plot has no visible errors. Everything prints even and all the dashes are visible per pen. I also reduced the skew acceptance to load. Then I ran a different color. It printed fine.

The print pass starts out fine and then starts to band about midway through.

I'm at a loss for what to do. The picture is at 12 pass and the shadow is me.

#1 Try putting oil in the reservoir that sits on left side of the carriage, in the white foam pad, not just oiling the rod but the actual pad.
